Mississippi’s Senate Bill 2104, a proposal to ban sweepstakes casinos in the Magnolia State, has failed to pass the legislature as this year’s session draws to a close. It marks the first anti-sweeps bill to fail in 2026.

Introduced in January by Senators Joey Fillingane and David Blount, SB 2104 looked to widen restrictions against sweepstakes cafes to include online sweepstakes casinos. It would have created penalties of up to $100,000 and the threat of imprisonment for violation.
This was not the first time Mississippi lawmakers attempted to ban sweepstakes casinos – a similar effort stalled in 2025, and despite renewed attempts in 2026, the measures again failed to clear both chambers before the deadline. While states like Indiana are moving toward definitive anti-sweeps legislation, Mississippi’s failure to pass SB 2104 shows that support for banning sweepstakes casinos remains uneven across the country, leaving operators in some states able to continue business without immediate threat of new restrictions.
